State Department Apologizes for AI-Generated Map of Africa

The United States Department of State apologized after presenting a map of Africa with every highlighted country mislabeled during the 26th International AIDS Conference in Rio de Janeiro. The flawed map appeared during a briefing by senior health official Jeff Graham regarding new health funding agreements and the America First Global Health Strategy. Geographical errors included depicting Nigeria as landlocked in the Sahara Desert and misplacing Mozambique in the Horn of Africa.

Analysis by Reuters and other sources revealed an artificial intelligence watermark indicating the map was created using OpenAI tools. The State Department accepted full responsibility for the incident, stating a team member hastily modified the slide deck immediately before the presentation. OpenAI stated it is investigating the matter.

The error gained traction after researcher Emily Bass shared images of the presentation on Substack and social media. Former official Cameron Hudson criticized the mistake as a consequence of the Donald Trump administration's restructuring of the State Department, which involved significant staff reductions. Other critics described the error as disrespectful to African partners, including the director-general of Nigeria's national health agency who attended the session.

The controversy occurs as the Trump administration implements funding cuts to the President's Emergency Plan for AIDS Relief and dismantles USAID. Despite these policy shifts and the mapping error, the State Department maintained that the conference discussions remained constructive and substantive.
