Advisers Propose Bipartisan Framework for AI Data Center Growth
Former economic advisers Robert Wolf and Stephen Moore proposed federal guidelines to balance AI data center investment with community and environmental protections.
Former economic advisers Robert Wolf and Stephen Moore released a report proposing a middle-ground approach to AI data center construction. Published by Unleash Prosperity Now, the framework titled "Beyond the 'Wild West' and Moratorium: A Bipartisan Framework for Smart and Responsible Data Center Investment" suggests federal guidelines focusing on energy security, ratepayer protection, environmental stewardship, community engagement, and local land-use authority.
The proposal contrasts with the position of President Donald Trump, who has advocated for unrestricted growth and the use of public lands for development to ensure economic success. The report arrives as public opposition grows, with Pew Research Center data indicating 54% of Americans view data centers as mostly bad for the environment.
Legislative and state-level actions have already begun to address these concerns. The United States House of Representatives passed the Ratepayer Protection Act 417-3 in September. In Virginia, Governor Abigail Spanberger signed an executive order in September to increase the voice of local communities in development, even as some state legislators continue to advocate for a statewide moratorium.
