UN Briefs on Russian Strikes as Ukraine Hits Russian Oil Sites

The United Nations Security Council convened on July 27, 2026, at the request of Ukraine to receive a briefing on a series of intense Russian attacks. These included a major strike on Kyiv on July 19 that damaged civilian infrastructure and killed at least one person, which Ukrainian authorities described as one of the most intense offensives since the invasion began.

Following a Russian ballistic missile strike on a drone exhibition near Kyiv that killed at least 11 people, a Ukrainian court remanded Vasyl Goncharuk, head of the Armada weapons industry association, in custody. Prosecutors charged Goncharuk with negligence for hosting over 300 military and state officials without authorization or adequate shelter. President Volodymyr Zelenskyy stated the event should not have taken place at that location, while the Russian defense ministry confirmed the exhibition was the intended target.

In response, Ukraine launched long-range strikes against a Russian export terminal in the Rostov region and oil facilities in Yaroslavl and Udmurtia. Meanwhile, the United Kingdom announced it would provide Stone Cloak jamming technology to Ukraine. Conversely, the United States Department of Defense indicated that $400 million in pledged aid may not be fully spent until fiscal year 2029.
