Keir Starmer Mandates Digital ID for UK Right to Work

Prime Minister Keir Starmer announced a national digital identity system to be implemented by 2029, making it mandatory for all individuals to prove their right to work in the United Kingdom. Unveiled at the Global Progress Action Summit in London, the system aims to secure borders and curb the shadow economy by requiring a digital ID—stored via the GOV.UK wallet app—for employment and rental agreements. While mandatory for work, the government maintains that obtaining the ID is voluntary for other uses, such as accessing welfare, childcare, and banking.

The initiative has faced intense public and political backlash. A government petition to scrap the plan garnered nearly 3 million signatures, which the government subsequently rejected. Opposition leaders from the Conservative Party, Reform UK, and Liberal Democrats have dismissed the scheme as a "gimmick" and a tool for state control. Civil liberties groups, including Big Brother Watch and Liberty, warned the centralized database creates a mass surveillance infrastructure and a significant hacking target.

Regional tensions have also emerged, with Northern Ireland's First Minister Michelle O'Neill and Scotland's First Minister John Swinney criticizing the plan. O'Neill characterized the move as an attack on the Good Friday Agreement. In response, the government clarified that the system is not a physical card—rejecting the "BritCard" label—and committed to a public consultation by the end of 2025. The Cabinet Office will oversee legislation, while the Department for Science, Innovation and Technology manages technical delivery, with estimated costs between £1.2bn and £2bn.
