UK Shares Storm Shadow Blueprints for Ukrainian Domestic Production

The Government of the United Kingdom is providing technical blueprints for British-made components of the Storm Shadow, also known as SCALP, cruise missiles to Ukraine. This move enables Kyiv to establish domestic assembly lines for the long-range strike weapons, following a similar initiative by France. The announcement coincided with a meeting of the Coalition of the Willing in Kyiv, where allies pledged to strengthen Ukrainian air defenses against Russian strikes on critical infrastructure.

While the UK facilitates this technology transfer, it is simultaneously transitioning its own procurement toward Project Brakestop, an initiative to develop cheaper, long-range cruise missiles free of foreign components by the end of the year. In Ukraine, the domestic company Fire Point is also developing ballistic missiles expected to be ready by next year.

Ukraine continues to face a critical shortage of US-made Patriot interceptors. Despite earlier signals from President Donald Trump that the United States would share Patriot technology, the position has since shifted. US Ambassador to NATO Matthew Whitaker recently stated that a long-term production agreement for PAC-3 technology is unlikely before winter due to strict export controls. In response to this impasse, Ukraine is pursuing Project Freya to develop its own interceptors with European support.
