NRC Proposes Replacing ALARA Radiation Safety Principle
The Nuclear Regulatory Commission proposes replacing the ALARA safety principle with a graded approach to accelerate domestic nuclear energy production following an executive order from Donald Trump.
The Nuclear Regulatory Commission is proposing to eliminate the "as low as reasonably achievable" (ALARA) principle, a 50-year-old radiation safety standard used by nuclear plants, hospitals, and academic institutions. The agency intends to replace ALARA with a graded approach that mandates specific protection measures based on potential radiation doses to workers.
This regulatory shift follows an executive order from President Donald Trump to adopt science-based radiation limits. The administration aims to quadruple domestic nuclear energy production to meet the rising electricity demands of AI and data centers. The U.S. Department of Energy has already ceased using the ALARA principle.
While maximum radiation exposure limits for workers and the public remain unchanged, the proposal includes increasing radionuclide emissions standards for hypothetical residents at a plant's property line from 10 millirem to 25 millirem per year. NRC Chairman Ho Nieh and the Nuclear Energy Institute argue the change removes ambiguity to accelerate the development of smaller reactors.
Critics, including the Union of Concerned Scientists, warn that abandoning ALARA could allow radiation doses to creep closer to legal limits and increase permissible radiation doses in certain scenarios.
