The program establishes scholarship funds for young adults transitioning out of foster care at Indiana University and Purdue University, with Fox Corporation and IndyCar each contributing $1 million. This expansion grows the initiative's network to 26 universities nationwide, aiming to improve college graduation rates for a demographic that currently sees less than five percent of students earn a four-year degree.

The event served as a kickoff for the Freedom 250 Grand Prix of Washington, D.C., a race on the National Mall celebrating the 250th anniversary of the United States. To promote the cause, race cars will feature initiative decals and pass the U.S. Capitol and Washington Monument at speeds exceeding 180 mph.

Beyond the scholarships, the First Lady has advocated for a $25 million budget investment for foster youth housing, the elimination of the orphan tax, and an executive order to track child welfare data. While child welfare experts praised these efforts, the Children's Defense Fund - New York argued that administration cuts to Medicaid and other safety net programs could increase the number of children entering the foster system, potentially undermining the initiative's goals.
