U.S. Scientists Flee Overseas Following $174 Billion Grant Cuts

American researchers are leaving the United States for international positions as the Trump administration cuts federal grants and increases political control over scientific funding.

A significant brain drain is affecting the United States as researchers migrate to overseas positions following federal grant cuts and the perceived politicization of science. Since the start of the second term of Donald Trump, the administration has cut or frozen up to $174 billion in federal grants. The United States Office of Management and Budget further proposed a rule to grant political appointees more control over project funding.

International institutions in Canada, France, Belgium, Finland, and Australia have launched recruitment programs to attract U.S. talent by offering academic freedom and stable funding. High-profile departures include 2025 Nobel Prize winner Omar Yaghi, who relocated to China, and various researchers from the University of California system. Professional groups report that physics Ph.D. graduates left the U.S. at the highest rate in 30 years in 2025, while doctoral program applications for fall 2026 declined by 15%.

White House spokesperson Liz Huston defended the measures, stating the administration is committed to funding real science and ending waste. However, the Association of American Universities reports that universities are losing top faculty to international competitors.
