Hamas Proposes Roadmap for Gaza Ceasefire and Governance

The group Hamas has detailed a roadmap for the next phase of the Gaza ceasefire, describing the proposal as a comprehensive political and security package. The plan conditions Hamas cooperation on a complete Israeli withdrawal from the Gaza Strip, the cessation of hostilities, and the implementation of reconstruction efforts.

Central to the framework is the establishment of the National Committee for the Administration of Gaza (NCAG), which would govern the territory under the principle of "One Authority, One Law, One Weapon." Under this structure, heavy weapons, tunnels, and military facilities would be decommissioned in a phased process overseen by the NCAG and a new International Verification Committee. This transition is linked to the deployment of an international stabilization force and Israel's adherence to the Sharm El-Sheikh understandings.

While senior official Ghazi Hamad emphasized that the agreement extends beyond simple disarmament, the Palestinian Islamic Jihad expressed skepticism. The group argued the deal lacks binding guarantees for Israeli withdrawal and criticized U.S. President Donald Trump for prioritizing Palestinian armaments over Israeli responsibilities. The proposed roadmap aligns with a 15-point implementation plan released by the Board of Peace to execute the ceasefire strategy championed by Donald Trump.
