Prime Minister Andy Burnham pledged to publish all details of his dealings with the owners of Manchester City from his previous tenure as Mayor of Greater Manchester. The commitment follows political backlash after Burnham expressed concern over the possibility of the club's Abu Dhabi owners selling the team, calling them "a huge partner in the building of modern Manchester."

This intervention occurred after an independent commission found Manchester City guilty of breaching Premier League financial regulations between 2009 and 2018. The commission determined the club used "sham" commercial deals to disguise funding from Abu Dhabi United Group Investment and Development Ltd, an entity owned by Sheikh Mansour bin Zayed Al Nahyan.

Burnham maintains that football regulatory issues are separate from regional investment. However, Conservative leader Kemi Badenoch and the Liberal Democrats have demanded full transparency. Shadow sports minister Louie French further called for the disclosure of all contacts between government officials and the club since Burnham assumed the office of prime minister.
