Trump Announces $300 Billion America First Refining Project in Texas

Donald Trump announced the construction of America First Refining, the first new oil refinery built in the United States in approximately 50 years. Located at the Port of Brownsville, Texas, the project is backed by India's Reliance Industries through a capital investment and a binding 20-year offtake agreement. Trump characterized the arrangement as a "historic $300 billion deal," though analysts suggest the $300 billion figure represents the long-term economic impact of processing 1.2 billion barrels of shale oil and producing refined products, while actual construction costs may be between $4 billion and $5 billion.

The refinery is designed to process approximately 160,000 to 168,000 barrels of American light shale oil per day, totaling 60 million barrels annually. The facility will produce gasoline, diesel, and jet fuel using hydrogen-powered and low-emission technology to be one of the world's cleanest refineries. Groundbreaking is scheduled for the second quarter of 2026, with the first phase expected to be operational by 2027.

The initiative aims to strengthen U.S. energy dominance and reduce dependence on foreign crude and volatile shipping lanes amid an escalating conflict between the U.S. and Israel against Iran. The project is expected to create 2,000 construction jobs and over 300 permanent high-wage positions. While the White House emphasizes national security and trade balance improvements with India, some economists argue the project's impact on consumer gas prices will be minimal.
