Trump Administration Arrests 2,197 in New York 'Operation Rotten Apple'

The Trump administration conducted "Operation Rotten Apple" from July 27 to August 29, resulting in the arrest of 2,197 people across New York State. Homeland Security Secretary Markwayne Mullin characterized the detainees as dangerous criminals, including murderers and rapists, and stated the operation was executed without local assistance. White House border czar Tom Homan criticized New York's sanctuary policies, warning that federal agents would take to the streets if locked out of local jails.

Kathy Hochul, Governor of New York, and Mayor Zohran Mamdani countered these claims, suggesting many detainees lacked criminal records. They accused President Donald Trump of "defunding the police" by withholding $87 million in promised counterterrorism grants. New York officials stated that while a court order previously recovered $100 million from a larger $187 million cut, the remaining shortfall threatens the capacity of 12 bomb squads, FDNY radiological response capabilities, and emergency management operations.

The Federal Emergency Management Agency and the Department of Homeland Security rejected these accusations, asserting that New York is "manufacturing a funding crisis" while holding over $300 million in unspent federal funds. This conflict coincides with a national surge in immigration enforcement, with U.S. Immigration and Customs Enforcement detaining approximately 50,000 people in August alone. Mayor Mamdani described the federal tactics as an attempt to "criminalize the very fact of being an immigrant."
