The proposal requires that recipients spend the funds domestically. While the administration suggests that economic growth and tariff revenue could fund the program, it has not provided a detailed funding plan or timetable. Estimates place the total cost of the initiative at approximately $1.2 trillion.
House Speaker Mike Johnson noted that congressional authorization is required before any checks can be issued. Vice President JD Vance suggested the payments might exclude wealthy individuals and reiterated that tariffs could cover the program's costs.
