United States and Luxembourg Launch Housing Affordability Initiatives

The United States and Luxembourg introduced separate legislative measures to address housing shortages through zoning reform, investment restrictions, and tax subsidies.

The United States and Luxembourg both launched government initiatives on July 16 and 17, 2026, to combat housing shortages and affordability. In the United States, the 21st Century Road to Housing Act became law after Donald Trump declined to sign the legislation but did not issue a veto.

This bipartisan U.S. law provides grants to municipalities that reduce zoning restrictions and deregulates community banks to expand mortgage availability. Additionally, the act prohibits private investment firms that own more than 350 single-family homes from acquiring further properties.

Simultaneously, the government of Luxembourg introduced the Booster fir de Wunnengsbau package. This stimulus program reduces VAT to 8% for social rental housing, increases tax credits for principal residences, and establishes a €250 million retail housing bond. The package also provides enhanced interest subsidies for young first-time buyers to reduce the cost of mortgage repayments.
