EU Rejects Putin's Envoy Pick, Refuses Neutral Mediation in Ukraine War

EU foreign policy chief Kaja Kallas dismissed Putin's proposed peace envoy as a Russian trap and declared the EU cannot mediate neutrally, as both Moscow and Brussels agreed the bloc is a party to the conflict.

Kaja Kallas led the European Union's rejection of Russian President Vladimir Putin's attempt to shape peace talk representation, as EU foreign ministers gathered in Limassol, Cyprus, on May 27-28, 2026. Putin suggested former German Chancellor Gerhard Schröder as a European envoy, a proposal Kallas dismissed as a Russian trap designed to let Moscow dictate acceptable interlocutors while distracting from EU red lines and support for Ukraine.

Ukrainian Foreign Minister Andrii Sybiha urged the EU to adopt a more active role in ending the war, calling for a new format of talks and the immediate start of technical procedures for Ukraine's EU accession, including opening Cluster 1: Fundamentals. Sybiha argued that Russia would only stop the war when the cost of aggression became unbearable, and warned against artificial compromises or outdated spheres of influence.

During the Cyprus meetings, Kallas warned ministers that debating who should represent Europe was itself a trap, arguing the substance of conditions mattered more than personnel. Italian Foreign Minister Antonio Tajani asserted that Europe would decide its own negotiator, not Putin. While Austrian Foreign Minister Beate Meinl-Reisinger pushed for appointing a chief negotiator, Baltic ministers from Lithuania and Estonia counseled strategic patience, urging the EU to focus on increasing pressure on Russia rather than rushing into talks.

On May 29, the Kremlin formally rejected the EU's potential mediation role, with spokesman Dmitry Peskov declaring the bloc a party to the conflict due to its military support for Ukraine. Kallas concurred that the EU could not act as a neutral intermediary, stating the bloc openly backs Ukraine and must defend its own security interests. The diplomatic impasse comes as U.S. peace efforts have stalled amid President Donald Trump's focus on Iran, though Secretary of State Marco Rubio said the U.S. remains ready to facilitate an end to the war.
