Simultaneously, the Kremlin is weighing an intensification of conventional ballistic missile strikes against the center of Kyiv and critical infrastructure in other cities. President Vladimir Putin signaled this shift by warning Ukraine to expect blowback on its most sensitive economic sectors. This escalation follows the collapse of diplomatic efforts and the abandonment of a previous understanding with President Donald Trump regarding the surrender of the Donetsk region.

European leaders have responded with vows of retaliation and calls for stricter sanctions, including asset seizures and visa restrictions. While the United Kingdom has increased support by providing cruise missile blueprints to Kyiv, Finnish Prime Minister Petteri Orpo stated that Russian efforts to influence Western countries are not working. Despite a recent visit to Moscow by CIA Director John Ratcliffe, expectations for a diplomatic breakthrough remain low, with some Russian officials suggesting the potential use of tactical nuclear weapons as a last resort.
