Bulgarian Leaders Clash Over Ukraine Military Aid Declaration

Bulgaria's leadership sparked a domestic political crisis after delivering contradictory signals regarding the Coalition of the Willing. On July 15, 2026, Roumen Radev, the Prime Minister, stated in Paris that Bulgaria would not join the coalition and argued for a diplomatic resolution to the conflict over military assistance.

Simultaneously, Foreign Minister Velislava Petrova attended the Fifth Ukraine-Southeast Europe Summit in Kyiv, where the Ukrainian Presidency published a declaration including her name and photo. The document committed Bulgaria to political, military, and financial support for Ukraine. While other Southeast European nations signed, Serbian President Aleksandar Vucic declined.

Opponents and analysts described the discrepancy as political schizophrenia, claiming it damaged Bulgaria's credibility as a NATO partner. Radev and Petrova later denied any policy contradiction. Radev asserted that no signature was provided on the declaration, while Petrova argued that such documents are accepted in international formats without formal signatures and create no legal obligations.

Throughout the controversy, Radev warned that the expanding scope of the war and attacks near nuclear plants could lead to a tactical nuclear strike, referencing the historical impact of Chernobyl. He maintained that while Bulgaria supports common European solutions, it will not provide weapons or financial resources to Ukraine. Petrova defended her actions as prioritizing national interests and seeking a lasting peace agreement.
