New York to Register AI Developers Under RAISE Act

Governor Kathy Hochul announced that New York will begin registering large-scale artificial intelligence developers in November. This process precedes the January 1, 2027, effective date of the Responsible AI Safety and Education (RAISE) Act, which requires developers with annual revenues exceeding $500 million to publicly disclose risk assessment strategies and report serious safety incidents within 72 hours.

To manage the law's implementation, Hochul established the Office of Digital Innovation, Governance, Integrity and Trust (DIGIT) within the New York State Department of Financial Services and appointed Marc Gilman as its deputy director. The governor also introduced a one-year statewide moratorium on the construction of large-scale data centers and directed DIGIT to evaluate the feasibility of AI kill switches to suspend non-compliant companies.

Attorney General Letitia James stated her office will handle enforcement and encouraged whistleblowers to report unlawful conduct. State Senator Andrew Gounardes, who sponsored the RAISE Act, has introduced further bills to expand oversight through third-party reviews.

President Donald Trump dismissed AI safety concerns as a hoax, stating he would not stifle the growth of technology he believes could be larger than the Industrial Revolution. Hochul responded by criticizing federal inaction, asserting that New York would not stand still as the technology becomes more unpredictable.
