Microsoft co-founder Bill Gates called for the United States to lead the creation of a global regulatory framework for artificial intelligence. Gates warned that reaching an international agreement could be more difficult than Cold War-era nuclear negotiations and advocated for monitoring systems to prevent mass-casualty events, including bioattacks and cyberattacks on electric networks. He argued that these safeguards would not hinder the U.S. in its technological competition with China.
President Donald Trump rejected federal guardrails for AI companies, asserting that winning the AI race is critical for national leadership. Despite this stance, the White House announced the establishment of a dialogue to exchange views on the risks and benefits of AI following a summit between Trump and Chinese President Xi Jinping. Further discussions are planned for November.
Industry leaders and policymakers have expressed varying concerns over the pace of development. CEOs from OpenAI and Anthropic agreed on the need to slow AI development to avoid the risks of superintelligence. Additionally, U.S. Representative Ro Khanna proposed a verifiable treaty to ban recursive, self-improving AI models and implement monitoring of frontier labs.
