To remove bureaucratic bottlenecks, Lee directed officials to shorten environmental reviews and approval processes. He mandated that administrative procedures be pursued concurrently rather than sequentially and called for the preemptive securing of critical power and water infrastructure to prevent construction delays.

The financial backbone of the strategy includes commitments of 400 trillion won ($260 billion) each from Samsung Electronics and SK Hynix. These funds are earmarked for the establishment of new chip manufacturing sites in southwest South Korea. Additionally, the government's plan allocates 81 trillion won for the development of a specialized chip-packaging cluster in the Chungcheong region.

By streamlining regulatory hurdles and concentrating massive capital, the administration aims to create a vertically integrated semiconductor ecosystem. The scale of these investments suggests an aggressive attempt to outpace international rivals in AI-ready hardware and advanced packaging, though the speed of the rollout depends on the government's ability to resolve infrastructure and environmental concerns rapidly.
