Iranian Women Defy Hijab Laws Amid Hardline Crackdown

Iranian women are increasingly defying mandatory hijab laws, appearing unveiled in public and on social media despite renewed enforcement efforts by hardline officials. The crackdown has shifted toward targeting businesses, with authorities closing at least seven cafes and restaurants in Tehran and 10 in the South Khorasan Province for failing to enforce dress codes. Individual penalties remain severe, exemplified by the sentencing of singer Parastoo Ahmadi to 74 lashes and a travel ban for appearing without a headscarf during a livestream. While hardline members of parliament and conservative clerics characterize the erosion of religious dress as an existential threat to the state, Masoud Pezeshkian, the President of Iran, has questioned the efficacy of using laws to change personal behavior, arguing that belief cannot be created through force.

The regime's enforcement remains inconsistent as it balances these domestic tensions with economic instability, a security reorganization under Mojtaba Khamenei, and ongoing conflict with the United States. The Supreme National Security Council previously halted a 2024 law that would have introduced escalating penalties for veiling violations, as officials appear wary of triggering unrest similar to the 2022 protests.
