Over Two Dozen States Sue Trump Administration Over Funding

More than two dozen states filed a lawsuit in a Rhode Island federal court on Thursday challenging the Trump administration's decision to tie billions in federal disaster and public safety funding to specific election and immigration mandates. The legal action targets policies from the Federal Emergency Management Agency (FEMA) and the Department of Homeland Security (DHS) that require states to implement manual voting audits, transition to paper-ballot systems, verify voter citizenship, and assist with immigration enforcement.

States that do not comply with these requirements risk losing at least 20% of their Homeland Security Grant Program funding. The plaintiffs argue these conditions violate the U.S. Constitution's spending clause and the Administrative Procedure Act. State officials, including those from California and Pennsylvania, characterized the move as an attempt to use critical resources as leverage to force a political agenda and perpetuate conspiracy theories.

FEMA defended the measures as common-sense efforts to protect national security and election integrity. In response, officials from Rhode Island and California asserted that the federal government cannot lawfully coerce states into relinquishing constitutional rights by threatening to withhold public safety funding.
