U.S. Government Shutdown Freezes Crypto Regulations and ETF Approvals

The United States government has entered its longest shutdown in history, surpassing 36 days. The freeze in federal operations results from a legislative impasse over spending cuts and Affordable Care Act subsidies. This shutdown has severely disrupted the cryptocurrency sector by forcing the Securities and Exchange Commission and the Commodity Futures Trading Commission to operate with skeleton crews.

As a result of the staffing shortages, federal agencies have shelved enforcement actions and delayed the approval of sixteen spot altcoin ETFs. The Commodity Futures Trading Commission has also frozen its developing framework for tokenized collateral and spot crypto trading.

Legislative progress on the CLARITY Act, a market structure bill passed by the House in July 2025, has stalled. While Donald Trump seeks a final bill by the end of 2025, recent Democratic election wins may further hinder budget dealmaking. Consequently, industry analysts suggest a 2026 timeline for the market structure bill is now more realistic.
