The United States Department of Homeland Security is investigating more than 150 nonprofit organizations suspected of recruiting noncitizens for voter registration before the November 3 midterm elections. Internal documents indicate that officials have considered using undercover agents to disrupt these activities and collect evidence for criminal prosecutions.

Investigations are concentrated in Pennsylvania and New Jersey, where officials reviewed 82 and 44 organizations respectively. These reviews include the Pennsylvania chapter of the Council on American-Islamic Relations and the Ohio-based voter engagement firm Black Fork Strategies. The effort is supported by Heather Honey, the department's election integrity point person, who provided investigators with 48.4 million records of unknown provenance.

Homeland Security Secretary Markwayne Mullin claimed the administration identified over 250,000 potential noncitizens on voter rolls across four states, including California. However, some states have disputed these figures. A review conducted by the state of Nevada found that all 185 names vetted by federal officials were lawful citizens.
