Governor Spanberger Expands Solar Purchase Program Statewide in Virginia

Governor Abigail Spanberger announced Monday that Virginia is partnering with the nonprofit Switch Together to lower residential and business solar array installation costs. By expanding the program from Northern Virginia to over 100 localities, Virginia becomes the first state to offer this group purchasing initiative statewide. The program is available through October 15 and requires no state funding.
The initiative uses a reverse auction process with vetted installers to bypass middlemen and leverage collective buying power. Switch Together reports that this method reduces panel costs by an average of 23%, or approximately $6,300 per system.
This state-level expansion follows the loss of $156 million in federal Solar for All funding. Those funds were revoked by the Donald Trump administration under the One Big Beautiful Bill Act (H.R. 1), a legislative effort to roll back renewable energy investments from the Biden era. Chief Energy Officer Josephus Allmond linked the new statewide program to Virginia's long-term clean energy goals.
