Trump Administration Weighs Restrictions on Chinese AI Models

The Trump administration is considering a series of measures to restrict U.S. access to advanced Chinese artificial intelligence models, specifically highlighting the Kimi model and broader cybersecurity threats. Rather than implementing a formal ban, officials are evaluating a strategy that combines new procurement rules, Entity List designations by the U.S. Department of Commerce, and security advisories from the National Security Agency and the White House Office of the National Cyber Director.

These efforts are accompanied by proposed liability requirements for companies that host Chinese models. The shift toward more restrictive policies follows personnel changes within the administration, including the departure of former adviser Sriram Krishnan, which has increased the influence of national security hawks.

While restrictions may reduce competition from lower-cost Chinese open-source alternatives and benefit U.S. firms such as OpenAI Inc. and Anthropic PBC, the move has faced internal criticism. White House AI adviser David Sacks warned that such actions could allow a revenue duopoly of closed AI labs to eliminate open-source competition and stifle innovation.
