The proposed policy involves granting the current regime's old guard clean titles to strategic assets in exchange for a political transition.

Rodríguez y Rodríguez contends that this strategy would entrench the economic power of the existing elite, comparing the potential outcome to Russia's loans-for-shares program that transferred strategic assets to political cronies. He warns that while Venezuela requires American investment, such a deal would result in a "Potemkin democratic transition."
