This stance is supported by Treasury Secretary Scott Bessent, who has warned that China surpassing the U.S. in AI capabilities represents a major risk to the country. U.S. strategy currently emphasizes achieving Artificial General Intelligence and maintaining a frontier lead through compute power and talent.

To preserve this advantage, the federal government continues to employ export controls to limit Chinese access to advanced semiconductors. However, these measures have incentivized the Government of China to prioritize the diffusion of AI into physical sectors such as manufacturing and robotics while attempting to build a self-reliant domestic chip supply chain.
