Andy Burnham, the Mayor of Greater Manchester, proposed the creation of a national care service with an estimated annual cost of £18 billion. This funding requirement equates to approximately £350 million per week.

In a letter to the Guardian, Mike Cashman argued that the cost of the service could be offset by the United Kingdom rejoining the European Union. Cashman estimated that rejoining the EU would generate £770 million per week in increased trade and public taxation revenues, more than doubling the amount needed to fund the proposed care system.
