China and Cambodia Establish Security Pact to Combat Telecom Fraud
President Xi Jinping and Senate President Hun Sen agreed to a security partnership to fight online fraud and strengthen the China-Cambodia community with a shared future.
President Xi Jinping and Cambodian Senate President Hun Sen met in Beijing on June 26, 2026, to advance a China-Cambodia community with a shared future. The leaders established a security partnership specifically aimed at eradicating telecom and online fraud, which Xi described as a tumour. Xi also reaffirmed China's support for Cambodia's national sovereignty and encouraged progress on the Industrial Development and Fish and Rice corridors.
Hun Sen reaffirmed Cambodia's commitment to the one-China principle and expressed opposition to Taiwan independence. He sought continued Chinese support for national modernization and proposed aligning Cambodia's Pentagonal Strategy with the Belt and Road Initiative. To deepen political ties, the Cambodian People's Party and the Communist Party of China planned to sign a memorandum of understanding on training young party cadres, coinciding with the 75th anniversary of the Cambodian People's Party.
Additional high-level meetings involved Chinese Premier Li Qiang and Foreign Minister Wang Yi. Li Qiang proposed expanded cooperation in artificial intelligence, clean energy, and the digital economy. Foreign Minister Wang Yi and Cambodian officials, including Deputy Prime Minister Prak Sokhonn, discussed strategic coordination for the Global South and the role of the bilateral relationship as a model for China's neighborhood diplomacy. Hun Sen welcomed increased Chinese investment in the blue economy and green transformation.
