UN Warns Yemen Risks Full-Scale War After Houthi Attacks

UN High Commissioner Volker Türk warned that escalating Houthi attacks and government counter-strikes risk returning Yemen to full-scale conflict and deepening a massive humanitarian crisis.

UN High Commissioner for Human Rights Volker Türk warned on August 17, 2026, that Yemen risks returning to full-scale conflict following a surge in hostilities. The Iran-backed Houthi rebels, also known as Ansar Allah, upended a 2022 truce by launching some of their deadliest attacks in years, targeting government-controlled areas and commercial shipping.

Since August 6, Houthi operations have killed at least 17 civilians and 58 government troops. Key incidents include an August 7 missile strike on the Jaw al-Naseem displaced persons camp in Ma'rib, drone and missile attacks on the port of Mokha on August 9, and an August 11 attack on a cargo ship in the Bab el-Mandeb Strait that killed four crew members. The Yemeni Government responded with nearly 200 strikes on Houthi positions within a 24-hour period, resulting in dozens of casualties.

Türk and UN Special Envoy Hans Grundberg urged all parties to de-escalate and abide by international humanitarian law. They noted that attacks on civilian infrastructure further endanger at least 18 million food-insecure Yemenis. Grundberg informed the Security Council that the Houthi campaign threatens both the national truce and global trade.
