The scale of the holdings has raised concerns about potential conflicts of interest, as federal actions can directly influence the financial stability of the bond issuers. Specifically, Trump's accounts acquired pollution-control bonds for Georgia Power plants shortly before he signed a proclamation exempting those facilities from Environmental Protection Agency pollution limits. His accounts also purchased Omaha Public Power District bonds following an executive order designed to expedite data center infrastructure.

The White House and the Trump Organization maintain that independent managers possess sole and exclusive authority over these discretionary accounts. While ethics experts describe the level of exposure as unprecedented for an individual investor, a CNBC analysis found no evidence that Trump traded on advance knowledge or explicitly shaped policy to benefit these specific holdings.
