Trump Rolls Back Soot Standards to Power AI Data Centers

President Donald Trump issued an executive order titled "Reinvigorating America's Beautiful Clean Coal Industry" to scrap 2024 federal soot standards and other environmental regulations. The administration is prioritizing baseload power by providing funding to maintain aging coal plants and delaying their retirement to meet surging electricity demands from artificial intelligence data centers. The U.S. Department of Energy estimates that AI growth will create 50 gigawatts of new power demand by 2030.

These policy reversals significantly impact St. Louis, Missouri, where Ameren Corp operates the Labadie Energy Center. The plant produces the highest combined total of sulfur dioxide and nitrogen oxides among U.S. coal plants, and Ameren Corp intends to keep it running for at least another decade. This capacity will support new projects, including a 1,000-acre Amazon Web Services development in Montgomery County, Maryland.

Local activists and health advocates argue the rollbacks create a "sacrifice zone" in predominantly Black neighborhoods in North St. Louis. Conversely, the U.S. Environmental Protection Agency maintains that existing standards provide an "ample margin of safety to protect public health."
