Legal challenges have emerged as the Cultural Landscape Foundation and historian Charles A. Birnbaum filed a federal lawsuit to stop the renovations, alleging the work unlawfully alters a historic landmark without a required preservation review. The spending controversy coincides with broader scrutiny of Trump's construction projects, including a White House ballroom whose estimated cost has doubled to $400 million.
