Trump Administration Pauses Immigration Processing for High-Risk Countries

Donald Trump paused visa and citizenship applications for nationals from dozens of high-risk countries, sparking multiple lawsuits over national security and discrimination claims.

The administration of Donald Trump has implemented a sweeping pause on the processing of immigrant visas, green cards, work permits, and citizenship applications for nationals from numerous designated high-risk countries. This policy includes a January 2026 freeze on immigrant visas for 75 countries, such as Brazil, Haiti, and Iraq, to review vetting processes and prevent immigrants from becoming public charges. Additionally, the government paused applications for individuals from 39 other countries, including Nigeria, Myanmar, and Venezuela, citing national security concerns following a November shooting in Washington, D.C.

The U.S. Department of Homeland Security and U.S. Citizenship and Immigration Services (USCIS) argue that previous vetting measures were inadequate and that rigorous new procedures are required to protect American safety. These actions have left hundreds of thousands of professionals and family members in legal limbo, with some risking deportation as their legal statuses expire.

The policies have triggered significant legal challenges. At least 33 lawsuits have been filed, including a case by 14 green card holders from Haiti, Venezuela, and Côte d'Ivoire alleging discrimination and procedural violations. Some federal judges in California and Maryland have already issued orders for USCIS to resume processing specific work authorizations. Critics, including legal advocates, argue the administration is unlawfully blocking visas by nationality rather than conducting required case-by-case reviews.
