India Targets Sovereign AI with $70 Billion Infrastructure Investment

The Government of India is shifting its artificial intelligence strategy toward a bottom-up approach that prioritizes application-led innovation over frontier-scale mega-models. According to the Economic Survey 2025-26, tabled by Finance Minister Nirmala Sitharaman on January 29, 2026, India will focus on small, open-weight models tailored for healthcare, education, and manufacturing to leverage domestic data and digital public infrastructure while avoiding the energy costs of massive models.

Union Minister Ashwini Vaishnaw announced that India has already secured $70 billion for AI infrastructure during the execution phase of its current strategy. This total includes $35 billion from Amazon, $17.5 billion from Microsoft, $15 billion from Google, $5 billion from the Adani Group, and $2 billion from Reliance Jio. Vaishnaw indicated that investment could double by the conclusion of the IndiaAI Impact Summit, scheduled for February 16-20, 2026, in New Delhi.

To support this ecosystem, the government plans to open AI labs in 500 universities and launch AI Mission 2.0 within six months to democratize technology access. This follows the success of AI Mission 1.0, which procured 38,000 GPUs, exceeding its initial 10,000 target. Indian companies have developed over 200 small language models, which are expected to launch during the summit alongside indigenous sovereign AI models. Vaishnaw characterized the current state of AI evolution as the "first innings" of a "multi-test series," emphasizing the utility of specialized models that can operate on laptops to solve enterprise problems.
