Prime Minister Mark Carney appointed four individuals to the Senate on July 7, 2026, marking his first such selections since taking office in March 2025. The appointees include Carney's principal secretary Tom Pitfield and Conservative MP Richard Martel, both representing Quebec, as well as accountant Geeta Tucker of Manitoba and cancer researcher Dr. Rodney Ouellette of New Brunswick.

With these selections, Carney abandoned the strictly non-partisan appointment criteria established by former Prime Minister Justin Trudeau. The Prime Minister's Office confirmed that Carney personally selected both Pitfield and Martel to restore partisan balance and experience to the upper house to expedite government legislation. While Pitfield and Martel will nominally sit as Independents, the move signals a shift back toward appointing political actors.

Speaking to reporters during a NATO summit in Ankara, Turkey, on July 8, Carney defended the appointment of Pitfield, describing him as a philanthropist and entrepreneur with significant technology expertise. The appointment of Martel creates a vacancy in the Quebec riding of Chicoutimi-Le Fjord; analysts suggest this may be a strategic move by the Liberals to contest the seat in a subsequent byelection.

Critics argue the appointments revert the Senate to a system of patronage and electoral strategy. In response to the policy shift, the Prime Minister's Office stated that the Treasury Board of Canada will shortly establish a new independent advisory board for Senate appointments.
