Trump Launches 'War on Fraud' Targeting State Medicaid Funding

President Donald Trump launched a national 'war on fraud' led by JD Vance, freezing millions in Medicaid funds for Minnesota and probing other states.

During his February 24, 2026, State of the Union address, Donald Trump announced a "war on fraud" and appointed Vice President JD Vance to lead the initiative. Trump alleged that members of the Somali community in Minnesota "pillaged" an estimated $19 billion from taxpayers and claimed that similar corruption was "even worse" in Maine, California, and Massachusetts. He suggested that recovering these funds could balance the federal budget overnight.

On February 25, the administration took its first major action by withholding approximately $259.5 million in Medicaid reimbursements from Minnesota. CMS Administrator Mehmet Oz demanded a comprehensive corrective action plan from Governor Tim Walz within 60 days, warning that failure to comply could lead to further deferrals exceeding $1 billion. The administration also implemented a six-month nationwide moratorium on new Medicare enrollments for durable medical equipment suppliers.

Governor Walz condemned the freeze as a "campaign of retribution" and "political punishment" against blue states. In response, Walz introduced an 18-point anti-fraud legislative package, while Attorney General Keith Ellison filed a federal lawsuit to block the funding pause, arguing it violates due process and threatens healthcare for 1.2 million residents.

The crackdown expanded throughout March, with the administration launching fraud probes in New York and Florida. While Florida is the first Republican-led state targeted, with Oz calling it a "hotspot" for fraud, Democratic governors in New York and Maine have characterized the inquiries as politically motivated pretexts to target vulnerable populations and Democratic leadership.
