Ukraine Strikes Russian Shadow Fleet and Omsk Oil Refinery
Ukraine launched a massive drone campaign targeting Russia's shadow fleet in the Sea of Azov and deep-strike energy infrastructure, including the Omsk refinery in Siberia.
Between July 6 and July 9, 2026, Volodymyr Zelensky authorized a wide-scale aerial campaign to degrade Russia's military and economic capabilities. The operation focused on the systematic destruction of the Russian shadow fleet in the Sea of Azov and Taganrog Bay, with Ukraine's Unmanned Systems Forces reporting strikes on up to 35 vessels, including 19 tankers used to bypass sanctions and supply fuel to occupied Crimea. These naval strikes have contributed to fuel shortages and a declared state of emergency on the peninsula.
Simultaneously, Ukraine executed long-range strikes deep within Russian territory. The most significant attack targeted the Omsk Oil Refinery in Siberia, Russia's largest refinery, located over 1,500 miles from Ukraine. The strike damaged a crude distillation unit and forced a plant shutdown. Other targets included the TANECO and TAIF-NK refineries in Tatarstan, the Yaroslavl and Kaluga refineries, and various military airbases and logistics hubs in occupied Crimea and the Donetsk region.
Russia retaliated with large-scale drone and missile attacks on Ukrainian cities and fuel infrastructure. On July 8, the Russian Ministry of Defense claimed to have intercepted 415 Ukrainian drones, while Ukraine reported neutralizing 139 Russian drones and several missiles. Russian officials characterized the strikes on civilian infrastructure, including a passenger bus in the Zaporozhye region, as war crimes. Ukraine maintains these targets are legitimate because oil revenues fund the Russian military effort.
