The program includes performances by over 300 members of military bands and ceremonial units, with selections drawn from the president's personal playlist. This event follows a June 24 kickoff rally at the Great American State Fair on the National Mall and a UFC event held on the White House lawn on June 14 to mark both the anniversary and the president's 80th birthday.

The shift to a partisan format follows the administration's replacement of the nonpartisan America 250 organization with a partisan analogue, Freedom 250. This transition has led several musical artists, including Martina McBride and Flo Rida, to withdraw from scheduled performances after claiming they were misled about the event's nature. Additionally, states including Oregon, Washington, Massachusetts, Illinois, North Carolina, and Pennsylvania have declined to participate in the state fair events. Critics have expressed concerns that the rally could mirror the events of January 6, 2021.
