Pune police granted permission for Rahul Gandhi to hold the Chhatron Ki Goonj (Voice of Students) event on August 22, 2026, at the SSPMS College ground. The program, which focuses on education, safety, and career opportunities for female students, is part of a broader campaign that began in Kota on June 17 and included stops in Dehradun and Prayagraj.

Approval for the event is contingent upon 30 strict conditions. These mandates include a ban on drones and objectionable banners, a prohibition on activities that could hurt religious sentiments, and requirements for CCTV surveillance and women guards. Organizers must also ensure noise level compliance and maintain separate arrangements for men and women. Maharashtra Congress vice president Satya Mohan Joshi confirmed that organizers will comply with all police requirements for the event, which is expected to draw between 8,000 and 10,000 attendees.

Simultaneously, police imposed 14-day prohibitory orders across Pune from August 19 to August 31, restricting public assemblies and the burning of effigies. While law enforcement cited the need for security during upcoming festivals, Congress leader Pawan Khera claimed the restrictions were specifically intended to disrupt Gandhi's program.
