Russia and North Korea Exchange Troops for Advanced Military Tech
North Korea deployed 15,000 troops and millions of artillery rounds to Russia in exchange for air defense systems, fuel, and missile technology.
The Government of North Korea and the Federal Government of Russia have established a deepening military alliance, exchanging conventional weapons and personnel for advanced technology. To address troop and ammunition shortages during its invasion of Ukraine, Russia received millions of artillery rounds, missiles, and up to 15,000 North Korean troops, who assisted in recapturing areas in the Kursk region.
In return, Russia provided fuel, food, and sophisticated military hardware. Recent transfers include at least one Pantsir short-range air defense vehicle, electronic warfare systems for cargo planes, and refined petroleum products. Russia also provided technical feedback on North Korea's Hwasong-11A and -11B ballistic missiles. These acquisitions have enabled Pyongyang to modernize its Soviet-era military, resulting in the development of AI-directed attack drones and the Choe Hyon naval destroyer equipped with supersonic cruise missiles.
While North Korea supplied 148 Hwasong-11 missiles for use against Ukrainian cities, a report by the Multilateral Sanctions Monitoring Team indicates these weapons suffered a 50% failure rate. South Korean officials warn that this cooperation allows North Korea to evade UN sanctions and threatens the military balance on the Korean Peninsula. The introduction of the Pantsir system specifically complicates South Korea's Kill-Chain preemptive strike strategy, prompting Seoul to develop new loitering munitions to counter the enhanced defenses.
