China Deploys Military and Legal Measures Over Huangyan Dao

The Government of China launched a coordinated military, administrative, and legal campaign to strengthen control over Huangyan Dao and its surrounding waters starting August 2, 2026. The People's Liberation Army Southern Theater Command and the China Coast Guard conducted joint naval-air exercises featuring reconnaissance, joint strikes, and deterrence patrols. Law enforcement drills included boarding inspections and the compulsory towing of intruding vessels. The China Coast Guard also reported using water cannons against three Philippine vessels that had ignored warnings during a late-July incursion involving multiple government and fishing boats.

These maneuvers followed the Philippines' decision to delimit territorial sea baselines for Huangyan Dao and deposit an official nautical chart with the United Nations Secretariat. China rejected these claims as "illegal and invalid," asserting that the 2016 South China Sea arbitration award has no binding force. To further consolidate administrative control, China's Ministry of Natural Resources issued a 16-article management plan for the Huangyan Dao National Nature Reserve, prohibiting unauthorized mining and fishing.

U.S. Secretary of State Marco Rubio responded to the escalation by emphasizing the need for a stable U.S.-China relationship, warning that military or economic conflict between the two powers would be catastrophic for the world. Within the Philippines, Defense Secretary Gilbert Teodoro suggested that government officials who side with China should consider resigning.
