U.S. Cities Ban Data Centers Amid AI Infrastructure Clash

U.S. municipalities are enacting data center moratoriums over environmental concerns, defying President Donald Trump's national AI infrastructure push.

A wave of U.S. cities and counties are implementing moratoriums and permanent bans on AI data center development, citing critical concerns over water consumption, electricity costs, and noise pollution. Donald Trump has promoted a "Build, Baby, Build!" infrastructure plan to ensure U.S. competitiveness against China, but local resistance has intensified. In Monterey Park, California, voters passed the first permanent nationwide ban on data centers with 86% support.

Temporary pauses have been enacted in Denver, Oklahoma City, Tulsa, and various communities across Michigan, Georgia, Illinois, and North Carolina. In Michigan, State Senator Jim Runestad proposed legislation for a statewide one-year moratorium. Conversely, Maine Governor Janet Mills vetoed a similar statewide pause in April, though she recently established a state council to study AI infrastructure impacts following polls showing 72% of Maine residents oppose such facilities.

Public sentiment is starkly negative; a Gallup poll indicates 70% of Americans oppose data centers near their homes, and a Public First survey found the U.S. has the lowest support for AI infrastructure among 15 large countries. To increase transparency, environmental activist Erin Brockovich launched a digital map tracking facility proliferation and active moratoriums.

Political tensions have shifted toward national security. House Energy and Commerce Republicans are urging the Trump administration to investigate whether China is funding domestic opposition to slow U.S. AI development. While Interior Secretary Doug Burgum suggested foreign dark money is driving some protests, other lawmakers and advocacy groups maintain the opposition is a grassroots response to environmental degradation.
