Senate Postpones Crypto Clarity Act Vote Until September

The United States Senate postponed a floor vote on the Digital Asset Market Clarity (CLARITY) Act until September, missing its target to pass the legislation before the August recess. While Republican leaders and Senate Banking Committee Chair Tim Scott had previously indicated a vote would occur this week, the agenda was crowded by federal nominations and a Russia sanctions bill.

The legislation, which passed the House in July 2025 and the Senate Banking Committee in May 2026, seeks to establish a regulatory system for digital commodities through the SEC and CFTC. Despite broad bipartisan interest, Democratic support remains conditional on three specific additions: stricter criminal penalties for illicit finance, enhanced consumer protections, and ethics provisions prohibiting members of Congress and senior administration officials from issuing digital currencies.

Senator Dave McCormick pushed for a quick vote to prevent investment and innovation from moving overseas, while Senator Kirsten Gillibrand maintained that the bill would not pass without the inclusion of the outstanding ethics and protection provisions. The delay extends regulatory uncertainty for digital asset firms and pushes the final decision into a crowded September session preceding the November midterm elections.
