Russian Citizens Flee Abroad Amid New Mobilization Fears

Russian citizens are surging toward Armenia, Georgia, and Serbia to avoid a potential military mobilization following September parliamentary elections.

Russian citizens are increasingly seeking ways to leave the country amid fears that the Federal Government of Russia may announce a new military mobilization following parliamentary elections next month. While Russian officials deny plans for another call-up, Ukrainian President Volodymyr Zelenskyy stated that Moscow could mobilize several hundred thousand Russians by the end of the year, citing internal intelligence documents.

Emigration assistance platforms report a sharp rise in demand for relocation advice. Relokatz noted that daily inquiries jumped from 10–20 to approximately 120, while the human-rights project Ark reported a 1.5-fold increase in requests. Many applicants, particularly men, are seeking urgent exit strategies to leave before September or October.

Destinations include Serbia, Armenia, and Georgia, with some dual-nationals returning to Kyrgyzstan. Official statistics show 417,000 Russians entered Armenia between January and June 2026, a surge that has driven up local rental prices. Conflicting data emerged regarding the border with Georgia; Russian authorities claimed over 20,000 people crossed in a single day on August 18, but Georgian authorities reported only 7,900 entries.
