Trump Overrules Pause on ICE Traffic Stops Amid Record Detentions

President Donald Trump reversed a Department of Homeland Security order to pause ICE vehicle stops following two fatal shootings in Texas and Maine this month. The victims, Lorenzo Salgado Araujo in Houston and Joan Sebastian Duran Guerrero in Biddeford, were killed during traffic stops on July 7. To increase transparency, Trump mandated that agents wear body cameras during such encounters.

Immigration and Customs Enforcement (ICE) reported record-high arrest levels in June and July 2026, the highest in the agency's 23-year history. More than 43,000 people were booked in June, with daily arrests averaging 1,437 in June and rising to 1,593 in July. Total deportations for fiscal year 2026 reached 356,389 as of July 11. While officials emphasize targeting criminals, agency data indicates that the majority of detainees lack criminal records, accounting for 79% of the average daily population nationwide.

Secretary of Homeland Security Markwayne Mullin transitioned enforcement from concentrated city surges to a diffuse national strategy. Border Czar Tom Homan attributed a previous dip in detention numbers between February and May to a 76-day partial government shutdown that affected the Department of Homeland Security. Despite the recent surge, current arrest volumes remain below the administration's goal of 1 million annual removals.
