UK Treasury Warns Burnham's Fiscal Flexibility May Spook Investors

Prime Minister Andy Burnham faces warnings from Treasury officials that using fiscal rule flexibility to increase investment could destabilize financial markets and raise borrowing costs.

Andy Burnham, the Prime Minister of the United Kingdom, intends to utilize flexibility within national fiscal rules to increase investment in defense, transport, and housing. This approach relies on a 2024 rewrite of fiscal rules that allows borrowing for investment to be routed through public financial institutions, which removes certain borrowing from specific debt measures.

Officials at HM Treasury warn that this strategy could destabilize financial markets. They fear investors may view the move as a lack of binding constraints, potentially increasing borrowing costs for the UK, which currently maintains the highest government borrowing costs among G7 economies. Jonathan Haskel, head of the Office for Budget Responsibility, stated the government has little capacity for expansionary fiscal policy.

Chancellor of the Exchequer John Healey has avoided the term flexibility, instead using the word scope. He suggested that the government should fund more rapid investment through budget reprioritization and welfare cuts. Despite these internal tensions, the Treasury maintains that the government remains committed to meeting debt targets and maintaining fiscal discipline.
