Donald Trump announced a 90-day plan to allow the import of up to 300,000 metric tons of ground beef without out-of-quota tariffs to combat food inflation. The president stated that foreign exporters committed to selling the beef at 25 percent below current market prices, which reached approximately $6.89 per pound in July. The administration intends to formalize the directive via executive order within two weeks.

The move comes as the U.S. cattle herd has fallen to its lowest level in 75 years due to drought and high feed costs. To support domestic producers, the administration paired the tariff pause with expanded Small Business Administration lending and the reopening of ports to Mexican cattle. President Trump also discussed tariffs with Brazilian President Luiz Inácio Lula da Silva, as Brazil is positioned to supply the additional demand.

The policy sparked immediate backlash from rural-state Republicans and industry groups. Senators Tim Sheehy, Deb Fischer, and Pete Ricketts, along with Representative Thomas Massie, criticized the move as a betrayal of American ranchers. The National Cattlemen's Beef Association and R-CALF USA argued that flooding the market with subsidized foreign beef sacrifices long-term stability for short-term political messaging ahead of the November midterms. Critics warned that the intervention creates market volatility and discourages ranchers from making the long-term financial commitments necessary to expand the domestic herd.
