The order applies to the State Capitol Building, the Capitol Complex, and all public buildings, grounds, and facilities throughout Iowa. It remains in effect until sunset on Tuesday, September 1, 2026. Governor Reynolds encouraged private individuals, businesses, and schools to also lower their flags as a mark of respect.

Reynolds described Parton as a "trailblazer, philanthropist, advocate and a genuine inspiration who was loved worldwide," stating that her success will be measured by the impact she made in the lives of others.
